The Callahan Planning and Zoning Board gave SCW Liquors’ proposed outdoor bar a second look Oct. 14, approving the site plan 4-0 with conditions. Board member Urban Fleming was absent.
The conditions include removing the children’s play area from the plan, ensuring that St. Johns River Management District doesn’t require a retention pond and that Atlantic Self Storage and the liquor store agree by a confirmed letter that the businesses share a driveway. Also, that proposed fencing is comprised of a solid material, is at least 6 feet high and has locking gates.
A permit won’t be necessary, according to SJRWMD spokeswoman Teresa Monson.
“It’s an older grandfathered site developed prior to district rules,” she wrote via email Monday. “The contractor told our engineer that the new addition would not trip the district’s permitting threshold of 9,000 square feet of impervious surface.”
Contractor Mark Jenkins presented the revised site plan that addresses concerns the Callahan Town Council had in July. That’s when the council denied approval due to inadequate parking spaces, a need for two ADA compliant restrooms and other items. Storeowner Todd Jones was not present at the meetings.
The new plan includes a total of 39 parking spaces, which are more than the 19 proposed on the previous site plan. One more ADA parking space was added for a total of two spaces. The outdoor bar as proposed will provide seating for 60. A driveway nearest to the U.S. Post Office will be eliminated.
Public Works Director Mike Williams said that the town’s building inspector, Larry Hogan, reviewed the site plan but didn’t have any comments to add.
Board member Caleb Bryan asked if there was enough room for emergency responders to navigate the parking lot. Fire trucks can access the area and there is enough room to navigate, according to the discussion.
Board president David Kirk asked if fire hydrants are nearby.
“There’s one near Winn Dixie,” Williams said.
The town council will consider the site plan in November.
